Overview
eCOGRA is an online gambling testing and certification body that launched in London, UK, in 2003. The name comes from “e-Commerce and Online Gaming Regulation and Assurance.” It started as a self-regulatory body created by the online gambling industry itself. At the time, few countries properly regulated online casinos, so the industry built it as a way to prove its own fairness.
Later, as countries set up formal regulators, eCOGRA’s role changed to that of an approved testing body recognized by regulators. It now carries out testing in a range of jurisdictions, including Malta, Gibraltar, and several European countries.

Certification marks
- Safe and Fair – a mark given to operators that meet player protection and responsible gambling standards. You often see it at the bottom of casino sites.
- Certified Software – a mark given to game software suppliers that pass the standards.
If you click the mark, it should link to the verification page on the eCOGRA site. If it is just an image that doesn’t lead to a verification page, that is worth being suspicious of.
Dispute resolution (ADR)
In markets such as the UK, where operators must appoint an external dispute resolution body, eCOGRA works as an approved ADR (alternative dispute resolution) body. If a player has a dispute with an operator, such as a refused withdrawal or the interpretation of bonus terms, and it isn’t resolved through the operator’s internal process, they can apply to eCOGRA for mediation. According to figures published by eCOGRA, about 7% of player claims were upheld in the year to September 2024. That also suggests most disputes involved players understanding the terms differently, so it is important to read the conditions carefully before accepting a bonus (casino bonus terms).
Comparison with other testing bodies
While GLI and BMM are large organizations that started out testing land-based slot machines, eCOGRA differs in that it was built for online gambling from the start. For players, all three mean the same thing: “an independent body tested the game.” Certification means a game works fairly, not that you can win.
