Overview
Anjouan is one of the islands that make up the island nation of Comoros in the Mozambique Channel, off the east coast of Africa. In recent years, as Curaçao tightened its regulations, the number of online casinos advertising an Anjouan license as a cheaper, faster alternative has grown sharply.
Issuing structure
The nominal issuing body is the Anjouan Offshore Finance Authority (AOFA). In practice, several intermediary companies handle the work, and the organizational structure and responsible officials are not disclosed. The law they cite as their basis is a computer gaming licensing act made in 2005, when Anjouan was attempting to secede from Comoros. Anjouan has since been reintegrated into Comoros.

Legality controversy
In 2023, the Central Bank of Comoros announced that such issuing bodies were “fictitious organizations with no physical or legal existence.” A former justice minister also called the licensing agents illegal entities. In late 2025, foreign media also ran intensive coverage of fake licenses using Anjouan’s name.
Why has it grown?

How to check
If a casino site’s footer says “Anjouan license” or “AOFA,” first check whether you can look up the company name and license number in an official registry. If you cannot, or if no registry exists, assume there are effectively no player protections.
Player cautions
With an Anjouan license, there is almost nowhere to turn for real help if a player dispute arises. When checking a license, it is best to confirm that it comes from a proper regulator whose public registry you can search, such as Malta MGA or the UK UKGC.
Location
Anjouan is an island in the Comoros archipelago, in the Mozambique Channel off the east coast of Africa.
